Jean actually used the cuffs Ash had been wearing. He knew the theory about essence theft but didn’t suspect it was happening until he found Ash.

He seems to have known(at least partially) about the man’s magical prowess, and his ability to drain people of their mortal essence. Do most medical scholars carry around magic-negating cuffs?

I’m not as dedicated to world building as I should be, so any culture is probably going to be invented wholesale to suit wherever the story is at the time.
